The Constables are Fallen London's police force; it's their job to apprehend criminals and, maybe on a good day, protect the innocent.

The Boys in Blue[]
"Were you aware that the human finger, when it touches something, leaves a unique pattern of oils corresponding to the ridges on the fingertip? And this 'finger-print' can be matched later to its owner! Science is marvellous!"[2]
After the Fall of London, its Constables were quickly taken over and reorganized by the Masters. The organization as a whole is officially presided over by the Chief Constable, who is also a noted member of the Parthenaeum Club,[3] and their main headquarters is Concord Square in Ladybones Road.[4] The Constables use their trusty cudgels to deal with the physical,[5] and they use cutting-edge technology and London's foremost detectives to deal with the more enigmatic.[6]
Those charged by the Constables have to answer to the courts of London, which are, empirically speaking, not under the jurisdiction of the Masters. One of the most notorious justices is "Ironclad" Wickes, a nigh-incorruptible servant of the law who will stop at nothing to bring criminals to justice. Well, almost nothing.[7]
Common punishments for criminals include a stint in New Newgate,[8] (multiple) hangings,[9] or worse.

"It's days before you're trusted enough to be allowed near the offices of senior staff. Once you are, however, you quickly identify a trail of paperwork indicating a network of spies and informants. Much of their intelligence is speculation, and at least three are suspected double-agents. But together, the material represents a forensic overview of the running of the Constabulary, including their secret departments, and how and which of each are controlled by the Ministry."[10]

It goes without saying that the Constables are more enigmatic, and perhaps more corrupt, than they initially let on. Lower-ranking officers are often prone to extreme bouts of violence, and the Constables have agents that permanently murder people to get rid of them once and for all.[12] While they are very tightly-knit, they also have serious compunctions against reporting or implicating corrupt officers, which means that many of them are quite dirty.[13]
The Constables are also at least partially controlled by the Ministry of Public Decency, London's censorship organization that operates under the command of Mr Pages.[10] The Ministry employs individuals known as Special Constables that are specifically assigned to deal with and neutralize extremely dangerous threats to public society such as red honey and unwarranted Correspondence,[11] and they also occasionally serve as bodyguards for the Masters.[14]

The Implacable Detective[]
""If you're getting nowhere, just keep snooping around the suspects and wait for someone's nerve to crack. That one's resolved more cases than I care to admit.""[15]
The Implacable Detective is London's foremost detective, well-known for her skills in the fields of science, psychology, and reasoning,[15] but perhaps she's best known for her relentless pursuit of the truth. In fact, she's so famous for this that she codified the Implacable's Lesson: "It's better to swallow a single hard truth than a thousand soft lies."[16]
The Implacable Detective ran for Mayor of London in 1895, using the slogan "The Only Logical Choice."[17] Naturally for a detective, all of her campaign patrons and managers underwent thorough background checks and scrutiny, and she laid the preparations for what her campaign called 'The Great Prosecution', which was probably exactly what it sounded like. While she did enjoy moderate public support, her tough policies against crime and corruption led to many Constables defecting to her competitors, especially Feducci.[18] The Detective also employed the help of certain individuals she was indebted to, known as The Stereoscopists, who had a strange affinity for mirrors.[19]
She is a member of the Dilmun Club, a group of intrepid intellectuals who seek the secrets of the Mountain of Light.[20]

The Honey-Addled Detective[]
"An elegant wreck of a man, like a lightning-struck chateau."[21]
Once one of the greatest detectives in London, the Honey-Addled Detective has been crippled by his addiction to prisoner's honey, leaving his glory days far behind him. These days he lives in a tiny apartment on Moloch Street, doing his best to help the city's brand-new detectives solve cases that he cannot. Even though his honey-dreams often leave him lost in dreams of the past,[22] he is still a great mind, and his advice is sought by several professionals such as the Last Constable.[23]
The Illuminated Archivist at Avid Horizon, a historian of old London, identified the Detective as the "honey-wrecked detective".[24] This unfortunately implies he did not recover from his addiction in the Sunless Skies timeline, and possibly succumbed to it.
